Communal Area Cleaning for Blocks of Flats in Berkshire & Surrey
Lobbies, stairwells, corridors, lift cars and bin stores cleaned on a schedule — with a dated visit record your leaseholders can actually see.
Berkshire EcoClean cleans the shared parts of residential buildings across Berkshire and Surrey: entrance lobbies, stairwells, landings and corridors, lift cars, bin and refuse stores, and the communal glass in between. The work is bought by managing agents, resident management and right to manage company directors, freeholders and developers handing a finished scheme over — and it is sold as a scheduled contract per block, not as a one-off visit.
A block corridor is not an office corridor, because it is also the way out. Article 14 of the Regulatory Reform (Fire Safety) Order 2005 requires, where necessary to safeguard the safety of relevant persons, that routes to emergency exits and the exits themselves are kept clear at all times — and the common parts of a block of flats are exactly where that duty lands. A cleaner who vacuums around a buggy, a bike and three flat-pack boxes every week and never mentions it is not helping you meet it. Ours photograph what is in the way and log it on the visit record, dated, every visit. What happens next is a decision for you and your fire risk assessment; the evidence that it was there is ours to hand you.
The other thing that makes a block different is who pays. Communal cleaning comes out of the service charge, so leaseholders see the cost and are entitled to ask what it buys. Where an agreement runs for more than twelve months and any one leaseholder would contribute more than £100 in an accounting period, it is a qualifying long-term agreement and the section 20 consultation requirements apply — regulation 4 of the Service Charges (Consultation Requirements) (England) Regulations 2003, with the equivalent threshold for qualifying works set at £250 by regulation 6. If those requirements are neither met nor dispensed with by the tribunal, section 20 of the Landlord and Tenant Act 1985 limits what the landlord can recover. So we quote a block in the shape that process needs: a written specification, an annual figure, and the figure per unit.
Every scheduled communal visit
- Entrance lobby and foyer — floors, matting, door glass, entryphone panel, post area
- Stairs, landings and corridors vacuumed or flat-mopped, cleaned in sections so a dry route stays open
- Handrails, balustrades, door furniture, push pads and the other hand-touch points
- Lift car interiors — floor, doors, mirrors, handrails and control panel
- Internal communal glass and mirrors reachable safely from floor level
- Skirtings, window ledges, riser and meter cupboard doors, light fittings, cobwebbing
- Bin and refuse store floors swept and washed, bin exteriors and chute hoppers wiped
- A dated visit record left in the block — tasks completed, plus anything found and reported
Periodic and one-off work
- Hot-water extraction for communal carpets, stair runners and entrance matting
- Hard-floor strip, seal and polish; vinyl and tile restoration
- Full internal glass detail, including stairwell windows reachable without access equipment
- Bin store deep clean, sanitise and deodorise, by hand rather than by jet
- Post-works cleans after a redecoration, re-roofing or major works programme
- Handover cleans on a newly completed block before the first residents arrive
- Cover visits when a block changes agent mid-year or a scheduled clean is missed
Putting three block cleaning quotes on the same basis
Communal cleaning quotes arrive in the same three incompatible units as office ones — per cleaner-hour, fixed monthly, per square metre — over different numbers of hours, with different things quietly left out. Our guide works through converting them to one comparable figure, testing the rate against what the labour actually costs, and reading the specification instead of the total.
How to compare cleaning quotesHow it works
Block walk-round
We walk every core — floor types, storeys, lift, bin store, water and power access, fobs and key safes, and what is already being stored on the escape routes.
Written specification per core
Task by area by frequency, with an annual price and the figure per unit, in the shape a service-charge budget and a section 20 consultation both need.
Scheduled, recorded visits
Same day each week or fortnight, same team wherever we can. A dated record stays in the block so leaseholders can see what the service charge paid for.
Reported, then reviewed
Obstructions, wedged fire doors, failed lighting, graffiti and leaks reported to you with photographs. The specification is reviewed before your budget year, not after it.
Who it's for
- Managing agents running blocks and estates across Berkshire and Surrey on one specification
- Resident management and right to manage company directors buying cleaning for the first time
- Freeholders and investors with small blocks, converted houses and above-shop flats
- Developers handing a completed scheme to an agent who need the cleaning live on day one
- Blocks where the standard has slipped and the cleaning line on the service charge is being questioned
- Buildings where a short twice-weekly presence matters more than one long visit a week
Eco-friendly products, as standard
Eco-friendly products, refillable concentrates and reusable microfibre are standard on communal contracts at no premium, and we make no chemical-free or non-toxic claims about them. The practical case in a block is ventilation. A lobby and a stairwell are enclosed spaces, often with no openable window, that residents, children, pushchairs and dogs pass through within minutes of a clean — so low fragrance loading and correct dilution matter more there than in a building people only work in. Refills also cut the packaging arriving at a bin store that is already the most-complained-about part of most buildings. Where a touch point calls for a product effective against both bacteria and viruses — entryphone panels, lift buttons, handrails during an illness spike — we use one and name it on the specification.
How long it takes
Cores and storeys set the time, not the number of flats. A single-core block of two or three storeys is usually a short visit of under an hour; add a lift, two more cores, a long single-stair corridor layout or a bin store on the far side of a car park and it grows. Frequency does more for a block than visit length, because almost all the soiling walks in through the front door: two short visits a week hold a busy entrance far better than one long one. Periodic work — carpet extraction, hard-floor treatment, bin store deep cleans — is planned separately and usually run mid-morning on a weekday, when the building is quietest and floors can be left to dry. Exact visit lengths are confirmed in writing after the walk-round.
Pricing
Communal cleaning is priced per block after a walk-round, on the number of cores, storeys and floor types and the frequency agreed — not on a headline hourly rate that hides how much cleaning you are buying. The proposal comes back as a weekly or monthly figure, an annual figure and the figure per unit, so it drops straight into a service-charge budget and into a consultation if the term takes it there. Periodic work and post-works cleans are fixed-quoted separately, so they can be set against a reserve fund rather than the running budget. Request a free walk-round and written proposal.
